At a meeting with newsmen yesterday, Ms Liu said that the Basic Law should set out the methods of election for only the first SAR Chief Executive and first legislature. The methods of election for subsequent Chief Executives and legislatures should be worked out
later.
Commenting on the various political models, Ms Liu said she favoured the two-chamber arrangement under which a system of separate voting on Bills and motions would be adopted.
Future Political Structure
Local drafters were making last-minute efforts to find a compromise model for the future political structure, the 3CM Post reported.
The paper said that a "3-2-3-2" model emerged following a series of behind-the-scenes talks between senior Chinese officials, Li Hou and Lu Ping, and leaders of the Business and Professional Group and the moderates. According to the paper, the model was said to have the blessings of Peking officials in charge of HK affairs.
Under the model, 30 per cent each of the legislature should be returned by direct election and from functional constituencies, while the remaining 40 per cent should be shared equally between a district-base electoral college and a grand electoral college.
Tin Tin Daily News reported that the "3-2-3-2" model put forward by C.M Cha was criticised at a recent meeting of local drafters.
Liu Yiu-chu said that the merit of the "3-2-3-2” model was that it would allow people from different walks of life to take part in the future legislature, a few papers reported.
Ms Liu said that a number of local drafters had worked out
various new models and were seeking the endorsement of mainland drafters. She understood that Simon Li would propose a model similar to the two-house model, and Maria Tam and Raymond Wu would also propose different blueprints.
Human Rights
The New Evening Post carried a by-lined article on the Bill of Rights being drafted by the Government. It looked into the application of the two international covenants on human rights in the territory.
