20. If any programme broadcast by the transmitting station hereby authorized is relayed by Radio Television Hong Kong, the Director of Broadcasting shall pay to the licensee

such sum as will reimburse the licensee of any additional expenditure incurred by the licensee by reason of such re-broadcast; and

the sum of $50 for every quarter hour or part thereof of every such programme or such sum as the Governor may prescribe.

(1) Notwithstanding anything herein contained, in the event at any time of any special emergency, the Governor in Council being the sole judge of the occasion and duration of such emergency, the Governor in Council may direct that the Government shall take over the services and continue the same with or without modification or suspend the same as the Governor in Council shall see fit until the emergency no longer exists.

(2) The amount, if any, due to the licensee consequential upon any such order as aforesaid shall, in the absence of agreement, be referred to and determined by arbitration in accordance with the provisions of the Arbitration Ordinance (Cap. 341) or any statutory modification thereof for the time being in force.

22. (1) The Chief Secretary may in his discretion require the licensee to cease to employ or not to employ any particular person or class or persons and the licensee shall comply with any such requirement.

(2) The licensee shall provide the Chief Secretary with any information concerning employees or prospective employees of the licensee that he may from time to time require.

23. All terms and conditions herein contained or imposed hereunder to be observed by the licensee shall be complied with by all persons in any way concerned in the operation or management of the transmitting or receiving station and any material breach or non-observance or non-performance thereof by any such persons shall be deemed to be the act or omission as the case may be of the

· licensee.

24. (1) The majority of the directorate shall be British subjects.
