52. The majority of the directorate of the
licensee should each be persons who are ordinarily resident in Hong Kong and who have been so resident for one
continuous period of at least seven
years.

The principal officers of the licensee, including the first three most senior executive officers of the company and the officer responsible for the selection of programmes, shall each be persons who are ordinarily resident in Hong Kong and who have been so resident for one continuous period of at least seven years, unless otherwise approved by the Broadcasting Authority.
The control of the licensee shall be bona
fide exercised within Hong Kong.
