Thank you for your letter of 9 October inviting the
Secretary of State to take part in a "phone-in", or an
interview with Mark Brayne, to celebrate the opening of
24 hour World Service broadcasting on medium-wave in Hong
Kong. I have been asked to reply.

The Secretary of State would not want to take part in a
"phone-in" but would like to give an interview to
as
Mark Brayne, provided that the programme is not presented
an event to mark or celebrate the introduction of the
new service. The Secretary of State welcomes the fact
that broadcasting will be extended to 24 hours, but
believes that the longer-term interests of the BBC World
Service in Hong Kong are best served by a low-key public
approach. My predecessor, James Rawlinson, discussed
this with Mr Joynes in January and understood that the
BBC shared our view. I shall be very happy to discuss
this further with you if it would be helpful.
