PROBLEM

1. Should the Secretary of State accept an invitation from the BBC World Service to take part in either a live "phone-in", or an

interview with Mark Brayne, on 7 January 1989 to mark the

introduction of 24 hour broadcasting of the World Service in Hong

Kong?

RECOMMENDATION

2. That the Secretary of State agree to an interview with Mark Brayne, provided that the BBC do not use the occasion to give special publicity to the introduction of 24 hour broadcasting in

Hong Kong. Hong Kong Department and News Department agree.

BACKGROUND

3. In January 1989 the Government of Hong Kong reached agreement

with the BBC for the relay of the World Service in English by Radio

Television Hong Kong (RTHK) to be extended to 24 hours, initially as

an experiment. The 24 hour broadcasts will begin on 1 January

1990.
