Grants of Land by Private Treaty Grant for major CTV facilities such as studios etc, will not be

considered.

Non-franchised Telecommunications

The

operating conditions for the provision of non-franchised telecommunications services until, at least, 30 June 1995 include the following:

(i)

private leased circuits for third party use for voice transmission (local private leased circuits and the local segment of international private leased circuits), and the local

for voice telephony) are considered to be part of the Hong Kong Telephone Co.'s current franchise and cannot, therefore, be provided by the second network licensee; and

no indication can be given at this stage as to whether the second network will be allowed to provide the full range of

range of local voice telephony services after 30 June 1995.

Given these conditions, you are invited to provide information on your intentions in the period up until 30th June 1995, concerning non-franchised telecommunications services intend to provide, and the extent of your intended service area.

The CTV licensee will be required under codes of practice to pursue goals on customer service, which will include:

(i)

Making all service calls within 24 hours.

Installation of the necessary equipment and employment of staff to support prompt and efficient response to customer calls. Specifically, calls should generally be answered within 30 seconds and "on-hold" time should not exceed 60 seconds. Call abandonment by customers should be kept to less than 7.5%.
