Mr Maude agrees with the recommendation in Mr Paul's submission of 16 August that the Secretary of State and he decline the invitation to join a panel of speakers at the Sunday Times Breakfast Forum "Passports and Promises: Britain really standing by Hong Kong?". Inviting both Ministers simultaneously but independently is either inefficient or (more likely) less than frank.

Mr Maude does not, however, think that we should let HMG's case should go by default. He wonders whether we should suggest an alternative, such as Mr David Howell MP, who could be relied upon robustly to defend HMG's policy.
