to do the breakfast. Mr. Maude is, however, quite interested in participating if possible. Grateful therefore for advice

on whether it would be a good idea for him to do so.

On behalf of Andrew Neil, Editor of The Sunday Times, I am writing to invite you to join the panel of speakers at the next Sunday Times Breakfast Forum to be held at the Savoy on Tuesday 7 November.

The proposed title is:

"Passports and promises: Is Britain really standing by Hong Kong?"

We arrange, on behalf of The Sunday Times, a regular Forum at the Savoy to debate a topic of the moment. Past topics ranged from, 'The Media and Violence' to

'Broadcasting into the '90s' and the National Health Service when Kenneth Clarke QC MP was a panellist.

More recently our debates have had an American theme.

'Bush, The Dollar and The Deficits' the panel included, Charles H Price II, American Ambassador and Senator Gary Hart. For 'The End of Post War Economic Supremacy: Has American Gone Soft', Sir James Goldsmith led the debate.

In July the panel, which included Lord Young, Michael Heseltine MP and Peter Sutherland, debated "The EEC: Will Britain be left behind?" This was particularly successful.

Guests are invited at 45 am for breakfast in the Savoy's Lancaster Room. The Forum will be opened promptly at 8.15 am and chaired by Andrew Neil. It is suggested that each panellist speaks for between 5 and 10 minutes and then Andrew Neil will invite questions and contribution from the audience. The audience is made up of company chairmen, Ambassadors, Members of Parliament and other leading opinion formers who regularly attend these events. The debate is written up in the following Sunday's edition of The Sunday Times.
