The Secretary of State has seen Mr Paul's submission of 16 August and Mr Maude's comment. He is content with the recommendation and has agreed your draft, with the deletion of the last paragraph. He thinks that Mr Maude's idea that we might suggest Mr David Howell MP as an alternative is a good one. I should be grateful for advice on whether you think I should include this thought in the letter or whether I should send the letter as it is and leave you or News Department to feed in the idea separately.
