Do not rule out reintegration assistance as part of comprehensive
repatriation programme.
- But in order to qualify for full programme aid Vietnam must first
fulfill its responsibilities towards its own people and to its
neighbours. We would also wish to see Vietnam make further progress
towards economic reform.

PROGRESS IN IMPROVING CONDITIONS IN CAMPS
Hong Kong authorities faced enormous difficulties during summer
when boat people arriving at over 1,000 per day.
Conditions have improved as boat people are being moved from
temporary accommodation (tents, ferries) to purpose-built
accommodation.
Overcrowding reduced, although all centres remain over capacity.
8. WHAT HAS HMG DONE TO HELP FINANCIALLY?
- In response to critical situation in Hong Kong, we have stepped up
our efforts to help.
Since beginning of year, have pledged or contributed some £17
million for emergency accommodation and to help other costs
associated with boat people problem.
9. WHY DID TRH THE PRINCE AND PRINCESS OF WALES NOT VISIT A
VIETNAMESE BOAT PEOPLE CAMP?

This visit was already intended as opportunity to allow TRHS to
meet people of Hong Kong.
