ALL HONG KONG PEOPLE SHOULD BE GIVEN RIGHT OF ABODE
Prime Minister has already made clear it would be impossible for
the Government to give right of abode to all the people of Hong
Kong. Potential practical difficulties would be overwhelming. Believe this is increasingly understood and accepted in Hong Kong.
Sure that great majority on both sides of the house and in the country share this view.

ONLY AN INSURANCE POLICY, NOT ALL WOULD COME
Unlike any other insurance policy, it is one on which claims
could be made by all the potential beneficiaries at any time. No
one can predict how many would come; but the numbers could be very
great.
Would be irresponsible for Government to make commitments or
raise expectations which no future Government could possibly meet.
6. WHY NOT ALLOW IN HONG KONG PEOPLE WHEN 250 MILLION EC CITIZENS
CAN COME HERE AFTER 1992?

EC Treaty, even as amended by Single European Act, does
not give automatic right of residence to all. Treaty lays down categories of people entitled to free movement.
Big differences between provisions which allow individuals to
move freely for specified purposes, and a commitment to an entire
population.
7. WEST GERMANY ACCEPTS EAST GERMANS WHY DOES HMG NOT ACCEPT HONG
KONG BRITISH DEPENDENT TERRITORY CITIZENS?
Comparison of the situation in Hong Kong to the exodus of East
Germans is not entirely relevant.
The Federal German Government considers that all Germans have the
right to settle in the Federal Republic where many of the newest
arrivals. in any case. already have family or friends
The authorities have made very considerable efforts to absorb
them and as a result many have already found jobs.
few seem likely to come to the United Kingdom.
Comparatively
British Dependent Territory citizens do not have right of abode
in the United Kingdom, in accordance with the British Nationality
Act.
