THE PROBLEM
On 14 February 1989, after considering memorandum XCC (89) 24, which sought the Council's advice on the int roduction of the Radio Television Hong Kong (RTHK) Board of Governors Bill into the Legislative Council, the Council ADVISED and the Governor ORDERED inter alia, that a further
