The suggested programming line-up is feasible to produce. The key factor that makes Hong Kong's cable TV service different to that of other countries is the degree to which locally produced programmes are needed. There is an enormous selection of foreign material available which can be acquired. Both HKCC's and HCV's local production plans appear feasible, although bottlenecks are possible for HKCC in the extent of dubbing required, and for HCV in the extent of studio space required for locally originated materials. Both the main bidders will face a shortage of the critical skills involved, in such categories as video editors, sound engineers and production managers, which will increase their personnel costs.

It appears that HCV's programme planning and production department organisation is stronger than HKCC's. HCV's organisation design and structure is well considered; it gives promise of being both efficient and effective.

Cable TV Network

HCV proposes to use fibre optics more extensively, with the effect of bringing the fibre-delivered signals physically closer to subscribers. HCV will extend fibre to 110 local nodes and will then deliver service to subscriber premises from the local nodes using coaxial cables. HKCC, on the other hand, makes
