On the 28th February 1989 four proposals were received by the Government. In alphabetical order, they were received from:
Hong Kong Cable Communications Limited (HKCC)
Hutchison CableVision Limited (HCV)
Supertech International Company Limited (Supertech)
Windows Television System (WTS)
The HKCC and HCV proposals were submitted by entities established by major local and international corporations in consortia. These entities were created for the sole purpose of preparing the proposals and, if successful, implementing the project. The WTS consortium consists solely of local corporations. Supertech is essentially a US-based corporation with a limited presence in Hong Kong. The make-up of the consortia is listed in Figure 1-1.

Only two of the proposals received on 28th February 1989, those from HKCC and HCV, contained sufficient detail for full evaluation. The Supertech and WTS proposals were extremely conceptual by comparison and in most respects did not conform with the requirements of the Government as described in the Guidance Note.
