13.1 We note that total original broadcasting hours for HKCC and HCV are 42,936 and 46,417 respectively, while repeat factors for the two bidders vary between 1 and 11 for HKCC and 1.2 to 14.7 for HCV. We conclude that the bids in this respect are equal.
13.2 We also concluded that the proportion of locally-originated programming in the basic package of both bidders was satisfactory and did not form a basis to prefer one of the bids over the other.
