INTERVIEVER:
The people of Hong Kong say that it is Britain which should
restore confidence in Hong Kong - not China- and you yourself have
been to Hong Kong, I understand when you were in the banking world, and they want this right of residence in Britain. Why cannot Britain offer then more confidence? Why are you turning to China to
do that?
FORRIGE SECRETARY:
It was effectively the events in China in June that destroyed the confidence that previously existed after the Joint Declaration. Since that is the case, the predominant mode of restoring confidence is what China is going to do. I think that is perfectly clear and
I made that point quite clearly to Qian Qichen when we met
yesterday.
INTERVIEVER:
And what are you asking China to do specifically?
FORRIGE SECRETARY:
I think those are matters we must continue to discuss in the
Joint Liaison Group later on in the year.
There are areas of the
Basic Law that are causing concern

further to see what further reassurance we can give to the people of
Hong Long.
