Under existing legislation, there are already certain groups Hong Kong British passport holders who may enter UK and eventually qualify for settlement and full British citizenship eg.
businessmen willing to invest a minimum of £150,000 in a businessmen in this country, employing at least 2 local people.
people with special skills and experience who may be eligible to come here to take up a specific job, under the permit arrangements operated by Department of Employment.

People in these categories can acquire settled status after 4 years residence and apply for British citizenship after a further
year.
These arrangements do not apply exclusively to Hong Kong: they apply to people from anywhere in the world. Arrangements for businessmen compare favourably with those in other countries.
In addition, Crown Servants from any British Dependent Territory, including Hong Kong, may also apply for registration as British citizens under Section 4(5) of British Nationality Act.
