freedom and civil rights of the people of Hong Kong remain unharmed after the take over by communist China will it be in the interest of the United States. In part two, the British Government is requested to ensure that there will be the largest degree of direct election to the Legislative Council in 1991 and 1994 (sic). In part three, the US Government is requested to discuss with the British and the Chinese Governments through diplomatic channel ways to safeguard a stable economic system for Hong Kong and to protect the democratic rights and basic human rights of its inhabitants.
Such political demands put forth in the form of a Congress resolution have in fact turned the British and the Chinese Governments into regional regimes of the US, hanging upon the Federal Government's beck and call. This "overlord" mentality of the US has seriously hurt the dignity of every sovereign government. The interference of the US Congress will only be detrimental to Hong Kong's political situation instead of doing any good to Hong Kong.
Hong Kong is under the British rule before 1997, after which its affairs will be handled in accordance with the Basic Law by the SAR Government under China's sovereignty. But the US Congress just disregards this fact and interferes with HK's affairs. This reflects how high-handed it is. The Chinese Government will surely not accept its interference in China's internal affairs, nor will it permit it to tell China what to do.
It is understood that the Congressmen's move was the result of the manoeuvre of some Taiwanese and Hong Kong individuals in the US. In its editorial on March 18, the Hong Kong Times commented that "while the resolution on democracy and human rights in Hong Kong jointly introduced by members of both parties in the US House of Representatives should have hit the headline locally and internationally, it is surprising that there is little coverage by the mass media of Hong Kong". This incident "is a big boost to the well-being of the people of Hong Kong". "The people of Hong Kong should not in the least be discouraged, they should uphold justice with right and main". The Hong Kong Times also praised the US for "their sacrifice in terms of money and efforts to be up against autocracy and totalitarianism".
