Many thanks for your letter of February 1, informing me that the Foreign Secretary had kindly agreed to offer a signed article to the "Revue des Deux Mondes", to mark the 10th anniversary of the coming to power of the Conservative Government. Please convey to him my very grateful thanks for his agreeing to produce this. You ask me what sort of subjects I would like the Foreign Secretary to touch upon in this article. I think that the main purport of the piece should be Ten Years of Thatcherian Diplomacy. How the economic recovery ushered in by the "Thatcherite Revolution" has enhanced the prestige and inflence of Britain abroad, and how its recipes are being copied even in the Socialist camp,first and foremost in the USSR. More precisely, the Foreign Secretary might care to analyse the impact of British Diplomacy on world economic relations (Gatt and the Uruguay Round), East-West relations ( detente plus keeping up one's guard ), and Europe. Accessorily, he might touch upon Britain's role in the Pacif region,in the context of the withdrawal from HongKong, over which there has been some controversy and no little misunderstanding, at home and on the Continent.

But of course, I would like Sir Geoffrey to dwell at some length on Britain's relations with the EEC, both over the last ten years, and in the future. As he is abundantly aware, the Prime Minister's Bruges and Luxembourg speeches have disconcerted many of her partners in Europe.
