Dear Sir,
I refer to Kevin Hamlin's article "HK presses for
full British Rights", dated 18 April and your Editorial
"Getting it wrong in Hong Kong", dated 19 April. Both cast
doubts on the survey carried out by a

behalf of the Hong Kong Government in 1987 as part of the
consultative process to seek the views of the Hong Kong
people on the future of the political system there.

As the Chief Secretary said in the Legislative
Council at that time "there are inevitably
judgments on how surveys of this nature should be
conducted. I believe it would not be right for me to
defend the professional
professional judgment of the company ог the
approach it adopted. Suffice it to say that comments,
critical and otherwise, on the surveys have been fully
taken into account when the
survey results were
considered."
