1. I submit a draft response to the editorial on Hong Kong which appeared in today's European edition of the Wall Street Journal.
It is in the form of a draft article in the name of the Secretary of
State, which we could seek to place in the Wall Street Journal at
the earliest opportunity. It is roughly the same length as the Secretary of State's article of July 1988 in response to the
Monckton piece in the Evening Standard.
2.
I have discussed with Mr McLaren the shape and contents of the
draft. I am however submitting it direct, in view of the time
factor, as Mr McLaren will be unavailable to be consulted further
until very late this afternoon
3. Sir Percy Cradock telephoned me this morning about the Wall
Street Journal editorial. He stressed the importance of producing
a rebuttal that could be shown to the Prime Minister as soon as
possible.
