At the meeting he is to hold shortly on how to tackle the FAC Enquiry, Lord Glenarthur will consider whether further steps are necessary. In preparation for this, Mr Paul might wish to look out the minuting (from around September 1988) on the last round of consideration of the media aspects of our Hong Kong policy. One idea floated at that time was that the Chinese (for example their Ambassador here) might be encouraged to speak up; where have things got to on this? Another idea was that the Governor should have a go with the British media during his visits here; is enough of this
Lord Glenarthur will also planned for his forthcoming visit? wish to look at ways of ensuring that we keep up consistent pressure on the media during the quiet periods, as well as a higher profile response at moments of particularly concentrated criticism.
