You asked for a short note on points which you might make to Sir P Cradock when you speak to him about the possibility of the Governor calling on the Prime Minister next month, and on other issues arising from Charles Powell's letter of 25 January (attached).

The points which seem to me
to be relevant are:
would a call on the Prime Minister by the Governor during his forthcoming visit be helpful? What subjects should he raise (representative government/implementation of Joint Declaration?). What subjects would be on the Prime Minister's agenda?
(Passports/nationality, air services, Vietnamese boat people).
should we consider exposing the Prime Minister to the views of Senior Members of ExCo (Lydia Dunn)? What would be on Dame Lydia's agenda? (She would undoubtedly press the Prime Minister to be more forthcoming on boat people and more responsive to the concerns of Hong Kong people: how would this go down with the Prime Minister?).
