HONG KONG

Problem

1.

A letter from the Secretary-General of the Commonwealth

Parliamentary Association (CPA), inviting the Secretary of State

to contribute an article on Hong Kong for the July edition of the Association's journal.

Recommendation

2.

I recommend that the Secretary of State agree to the request.

I submit a draft reply accordingly. CCD are content.

Background and Argument

3. We are not aware of any particular interest shown by

Commonwealth Parliamentarians in the future of Hong Kong. Members

of Hong Kong's Legislative Council are members of the CPA and

regularly send representatives to the Association's meetings. It is

highly unlikely that it will be possible for Hong Kong to retain any
