I am responsible for collating material from departments, and should therefore be grateful if you would let me have by 7 March a collection of "bull points" on Hong Kong. The material should be unclassified. You might find it useful to divide the points into two sections short-term and longer term issues. It may help you to see the attached copy of the paper prepared last month by NENAD. This will show you the sort of thing we are working towards. Please can your contribution be typed on plain paper (for ease of reproduction) and have at its foot a contact name and telephone number.

We propose that the "bull points" should be distributed to posts each month with a list of background material already available. We shall also maintain a running list of material in preparation and, for use by the co-ordinating group only, another of major forthcoming events (it can therefore contain classified information). Please can you supply us with material for these lists which would include (background material) relevant speeches in the Verbatim Series in the last three months, Guidances, COI reference material. I will institute some research here, but your help would be appreciated - particularly as regards forthcoming events in the context of which information support could be useful.
