There is no need for Lord Glenarthur to give an interview to /3 Lorna Wong as requested in the attached letter: if we agreed to one interview this would lead to a further fifteen requests from this
tightly-knit community. I recommend that I tell Miss Wong that it is not possible at this time.

However, it is time to focus upon a date to brief the
London-based Hong Kong press. From a news peg angle, there appears
to be two possibilities:

(i)
a joint session with the Governor of Hong Kong during
his visit, 21-23 March;
(ii) just prior to the departure for Hong Kong of the FAC
on 16 April. Perhaps we could schedule something for the week beginning 10 April which would allow the Hong Kong corps here to do a scene-setter for the FAC visit.
Although I understand the Governor's programme is tight, our inclination is to go for (i). I should be grateful to know if either of these options would suit the Minister.
