Sir P Cradock told me on 3 March that he had recently run into Admiral Sir J Eberle (Chatham House).
1.
Admiral Eberle had said that Chatham House were thinking of putting on a debate about Hong Kong in which Martin Lee would represent one side of the argument and someone with "democratic" views the other. Sir P Cradock strongly discouraged Admiral Eberle from pursuing this idea. If Chatham House wanted to give some attention to Hong Kong, they could invite qualified people to speak and have a discussion afterwards. A debate would be likely to convey quite the wrong impression. If Admiral Eberle wanted suggestions of possible speakers, he could get in touch with me.
2. I should be grateful if you would have a word with Mr Galsworthy and see whether he has picked up anything about the debate idea. Even if Martin Lee were not involved, it would support the thesis that Hong Kong is now an unusually controversial topic. A lunch time meeting with a good speaker might be a different matter. We should consider names in case Admiral Eberle approaches
