I have the honour to refer to the Draft of a

Cultural Agreement negotiated between representatives

of the Government of Hong Kong and representatives of the

Government of Japan, concerning arrangements for the supply of equipment to the University of Hong Kong, which the Government of Hong Kong wishes to conclude.

The United Kingdom Government hereby formally entrusts you with authority to conduct external relations on behalf of Hong Kong as follows, namely to negotiate, conclude and implement agreements in the cultural field with States, regions and international organisations and to conduct all other aspects of external cultural relations.
