UK/HK SCHOLARSHIP SCHEME

I have noted with interest the progress of this scheme. also involved on the related issue of how to disburse the £l million bequest of Sir S K Tong and the purposes to which it should be put.
I was unaware that there was a long-term commitment already entered into to fund this Scheme. I knew that this was one of the main proposals put forward but not that it was up and running already.
One of the problems that has been exercising us is the best way to deal with disbursements, from a legal and practical point of view. As you may know, no formal Trust as such has yet been set
up.
It would therefore be most helpful if you would advise me whether you know how the scholarships to these students are being dealt with and the procedures that are adopted. Is your Branch organising the payment of cheques and follow-up etc? money from Sir S K Tong's bequest drawn down?
