7. The quelon of where to establish a Chair or Professorship would need wider consultation. Apart from the School of Oriental and African Studies, and the Institute of Commonwealth Studies (London) which concentrates on the social sciences, I understand that Cxford University have a long association with Hong Kong. They have the Asian Studies Centre, and the reorganised Institute of Commonwealth Studies at Queen Elizabeth House which, according to Dr Adam Roberts of St Antony's College, looks like ''turning into the Oxford equivalent of the Harvard Centre of Development Studies'' and has a new dynamic Director-designate, Dr Robert Casson (incidentally I believe Casson was seconded to the FCO in the late 1960's and served in New Delhi, where he was very well thought of). A Chair of the Hong Kong Studies at the Institute of Development Studies, Oxford, might therefore be given first consideration.

You may wish to put these ideas to Hong Kong in the first instance bearing in mind that in due course we should need to air them with the British Council and others.
