Because of the
number of industrial chimney s in

APCO that control dark smoke emissions are inadequate to
prevent localised nuisance and health problems. Although
each chimney is not permitted to emit dark smoke for more
than a few minutes, the large numbers of chimneys on many
industrial buildings can cause almost non-stop emissions of
dust and grit from a single building.
