2. The Governor of Hong Kong has asked for early demarches by our

Ambassadors in Hanoi and Peking to impress on the Vietnamese and

Chinese Governments the increased urgency of the situation and the

need for immediate specific measures. I recommend that

instructions along these lines issue to Hanoi and Peking as soon

possible.
