their future must lie in their own country. We have made a start with voluntary repatriation under a UNHCR programme. Clearly need to examine alternatives to voluntary repatriation. Best done in context of International Conference on Indo-Chinese refugees. (If necessary) Alternatives to be examined include concept of repatriating all non-refugees. Another option would be a regional holding centre for those screened out as non-refugees.

Q. What is Pillar Point?

Pillar Point is a new refugee centre which will accommodate about 5,500 refugees. The first 3,000 will move in at end-May, the rest in August. The centre will be managed under UNHCR auspices. It will be an open centre.

(If asked) Other refugee centres will be at Tuen Mun, Bowring Camp

(3,000) and Kai Tak (2,400).
