Secretary of State to send to the Chinese Foreign Minister, as requested in your minute of 14 April. This could be considered at the meeting if necessary and if time allows.
4. The Governor's request for aid from HMG to meet part of the cost
of accommodating the latest influx of boat people is the subject of
a further submission which will reach you later today.
