The Secretary of State has seen your submission of 12 April and Mr McLaren's comments. He agrees with Mr McLaren that we need an early office meeting. Miss Phillips will be in touch with you about this.
The Secretary of State agrees with Mr McLaren's suggestion that he should send a message to the Chinese Foreign Minister. I suggest that you produce a draft for consideration at the meeting.

The Secretary of State believes that we shall have to give serious thought to Hong Kong's ideas about aid if we are to get Vietnam to agree to mandatory repatriation. should therefore be grateful if you would put ODA in the picture. I think they will have to be represented at the meeting next week.
