arrangements to allow the safe repatriation and re-
integration of persons determined not to be bona fide
refugees.
Not under consideration in the present dialogue is the
situation of displaced Cambodians along the Thai-Kampuchean
border. There is a general sense that resolution of their status
will depend on the political and military events unfolding in
Cambodia itself, and that the issue can only be appropriately
addressed within the context of a negotiated settlement of the
larger conflict. While there is a logic to limiting the
conference discussions to the problems of Vietnamese and Laotian
asylum seekers, it will be unfortunate if, at this crucial
juncture, international attention is not also directed to the
plight of the Cambodian displaced.
The following is a discussion of the general issues being
addressed by the proposed Plan. A subsequent section of the
paper outlines specific concerns regarding the situation of the
displaced Cambodians at the Thai border.
