are expected to formalize agreements and endorse a declaration
calling for the implementation of a new, comprehensive approach
for resolving refugee problems in the region.
ISSUES UNDER CONSIDERATION
The international conference will deal primarily with the
situation of persons leaving Vietnam, with some consideration of
the circumstances of Laotian refugees in Thailand. Five
principal issues are addressed by the proposed "Comprehensive
Plan of Action" (referred to hereafter as the "Plan") now under
discussion for final endorsement by the conference:

measures to deter clandestine departures from Vietnam;
measures to facilitate the expansion, streamlining and
promotion of the Orderly Departure Program;
region-wide mechanisms for determination of refugee
status for individual asylum seekers;
arrangements for the continued third-country
resettlement of persons determined to have valid claims
to refugee status; and
