I talked to Manguiat in Geneva but found him evasive. I told
him that over dinner in Kuala Lumpur during the Prepcon there had
been informal discussion between the leader of the Philippines
delegation, Purcell of the ICM, the US Ambassador (Monjo) and myself
about a RHC at which I had formed the impression that the Bataan
camp might be on offer in the context of the CPA. Manguiat said that the Bataan camp might be available as a temporary holding
centre but he was not authorised to say any more. He seemed to me
rather nervous in venturing that much. He implied that it was very
much a matter for the high ups in Manila.
In my view, (and your minute is consistent with this), the Philippines probably could be induced to offer the Bataan RHC on
