Compound questions should be divided and rephrased to ensure that all relevant details regarding incidents of mistreatment are covered. example, Question C(2)(vii) should be revised into several questions dealing with trouble with the authorities, one question focusing on the applicant and another on close family members. Each question should include the follow-up list above [Recommendation I(A)(1)(c)].
3. Religious Activities and Economic and Social Rights

All questions in Sections C(3) and C(4) dealing with incidences of religious discrimination or persecution, or deprivation of economic and social rights should apply the list of follow-up questions found in Recommendation I(A)(1)(c) above.
Economic and social deprivation experienced by the applicant or close family members is relevant to a well-founded fear of such incidents recurring personally. Thus, each question in this section should include both the applicant personally and close members of the family. For example, Question C(4)(iv)' should inquire whether the applicant or other close members of the family (as well as the applicant's children) have personally been deprived of educational access. In addition, Question C(4)(v) should include close members of the family subject to unpaid forced labor as well as applicants themselves.

4. Family Movements and Prosecution

a. Sections C(5) and C(6) dealing with family movements and prosecution should include the follow-up list above [Recommendation I(A)(1)(c)] as pertinent to each question.

Section C(5) on family movements contains questions which overlap in subject matter and thus are confusing. For example, Question C(5)(ii)9 should address whether any legal journeys outside Vietnam have ever been made, including pre-Communist trips and post-Communist emigration under the Orderly Departure Programme. Question C(5)(iii)1o should request additional details, including which article of the Socialist Republic of Vietnam ("SRV") Criminal Code11 was the basis for prosecution, if known, and the reasons given, if any, for the type of punishment received.

Section C(6) duplicates Section C(5) in relation to prosecution for illegal departure activities and thus may be confusing. There should be a preface at the beginning of Section C(6), such as: "You may omit any criminal prosecution or conviction for illegal departure activities if we have already discussed it."
