In fulfilling our commitment to represent refugees and asylum seekers in Southeast Asia, we herein offer our support for the Comprehensive Plan of Action ("CPA") prepared at the Preparatory Conference in Kuala Lumpur in March 1989. Moreover, in the spirit of joint international effort and cooperation directed at finding durable solutions to the refugee problem, we are asking for serious consideration and support of the enclosed recommendations, which we offer as our contribution and position on how to implement the refugee screening program in a humane and equitable manner.
