The Council of State announced that 3 out of 9 Vice Chairmen of the Council of Ministers would step down. These were Doan Duy Thanh, who remained Minister for External Economic Relations, Nguyen Ngoc Trin and Nguyen Van Chinh, who was also replaced as Head of the State Inspectorate by his deputy, Huynh Cong So.
