Conditions in the closed centres San Yick

Hong Kong Government's resources seriously overstretched due to
influx, emergency measures have been taken and new camps opened
hurriedly to deal with the numbers of arrivals. Some 4,000
'refugees' have been housed in San Yick, converted factory building.
Criticism has focussed on this place where conditions are far from
ideal. Hong Kong Government is aware of the problem and improvements are being made.

(a) General
The Hong Kong Government have stated that as soon as practicable the conditions for asylum seekers and screened out persons will,
subject to exceptional security requirements and at its sole
discretion, be no more restrictive than those applying to pre-16
June arrivals.
(b) Allegations of Ill treatment at Hei Ling Chau
The Hong Kong Government conducted an internal enquiry into the
allegations that about 100 boat people were ill-treated following disturbances at Hei Ling Chau Detention Centre on 18/19 July. This
enquiry has found no evidence to support the allegations. The Governor has now decided to appoint ac+aJP to hold an independent enquiry into the allegations. This is in accordance with normal
Hong Kong procedure when there are complaints against the Correctional Services Department.
(c) Visits by Outside Agencies
The Hong Kong Government operate a policy of allowing visits to
the centres by consular officials, the UNHCR and concerned groups under the auspices of their consulates or the UNHCR.
