Extent of Problem
1.
Now over 25,000 Boat People in Hong Kong, of whom 17,000 have
arrived this year and over 9,000 since the introduction of the new policy on 16 June. 2,375 arrivals in August, represents significant
drop on 5,562 in July. These numbers represent the population of a
small town.
Screening and Appeals Procedure
2. Procedures have been set up by Hong Kong Government in accordance with UNHCR guidelines. Screening is already operating complex process being worked through. No results yet announced.
UNHCR have been invited to monitor screening procedures, brief interviewers, provide advice on the screening questionnaire and to those wishing to appeal against a decision to deny them refugee
status.
Liberalisation of Closed Centres

The Hong Kong Government intend shortly to start a progressive
liberalisation of the closed centres in situ and eventually to move
all pre-16 June arrivals to a new open camp at Tuen Mun Area 46A. UNHCR will be responsible for the management of this centre and will
meet all operating costs.
