endemic in China.

Culture and sport: these are important areas in maintaining confidence by means of demonstrating a separate, international identity for Hong Kong; together with improved recreational facilities, they are also closely bound up with the preservation of quality of life.

A

In conducting a campaign to focus on Hong Kong as an international city, there is a need for stronger leadership, both to ensure that the campaign is effectively run and to unite the fragmented efforts of the various 'pro-Hong Kong movement' elements. The most appropriate source of such leadership is those whose job it is to lead Hong Kong the Hong Kong

Government and OMELCO aided by the drive, resources and

inspiration of the private sector. Support should be sought by Hong Kong entities overseas: the TDC, the HKTA and offices of Hong Kong companies. The main advantages for Hong Kong of such a campaign are that it would improve confidence in both Hong Kong and overseas while focusing emotions and efforts in a

positive, non-self-pitying way.
