Specific Measures
The focus on increasing international interest in Hong Kong
should be considerably more ambitious than merely preserving the pre-June 1989 status quo. Hong Kong already suffers from some
deficiencies as an international business centre and fundamental
improvements are required. Measure that are needed for Hong Kong to become the primary regional international city include:

Infrastructure: in order to carry on existing business
effectively, and attract foreign business, greater
attention should be paid to the many requirements of an
efficient infrastructure, including: communications,
transport, utilities and pollution control; as well as
continued investment by the Administration encouragement of private investment in major projects such as housing programmes and the airport development.

Trade, investment and finance: efforts to improve the
environment in which these operate should continue,
with a sensible balance between regulation and traditional laissez-faire; speedier decision-making by
