Thank you for your letter of 3 July to Sir Geoffrey Howe enclosing a copy of the confidence index which you prepared in June 1989. I have been asked to reply.
I apologise that it has taken us so long to acknowledge receipt of your letter but as I am sure you are aware we have received many thousands of letters in recent months and it has taken us some time to reply to them all.
However I can assure you that the contents of your survey were studied here in the FCO and were found to be extremely useful. Thank you again for taking the time to let us have a copy.
