Confidence in

the future of Hong Kong has been severely undermined. Increased efforts to emigrate and demands for right of abode in the UK. The possible effect on the civil service is particularly worrying (paragraphs 7-10).

Hong Kong may now be more politically and socially volatile. A general consensus that it should move more quickly towards a fully elected legislature. But the pro-democracy activists failed to take full advantage of the success of the demonstrations. No local leaders have established their credentials (paragraphs 11-15).

The aims of the Hong Kong Government were to express sympathy with popular feelings but ensure that life went on as normally as possible. HMG has been a target for criticism. The nationality issue has damaged perceptions of its commitment to Hong Kong (paragraphs 16-18).
