Our lawyers advise that the land remains vested in the Crown in right of Hong Kong.
I shall arrange to provide more information on the use of land made available by Deeds of Appropriation in the Land Commission Paper.
We shall be ready to answer any questions the Chinese side may have about the CWGC.
On paragraph 4 of your letter, our discussion paper in fact referred (in paragraph 6) to the letter dated 17 May 1954 issued by the CWGC to the Director of Urban Services, appointing the latter to act as the CWGC's representative in Hong Kong in regard to the care and maintenance of the Commonwealth War Cemeteries known as Stanley Military Cemetery and Saiwan Bay War Cemetery, as well
as "Commonwealth War Graves and Memorials located elsewhere in the Colony of Hong Kong as notified by the Commission from time to time". The Director of Urban Services has advised that he has not been appointed to manage war graves and memorials other than the war cemeteries in Stanley and Saiwan.
