We have given further thought to the question Commonwealth War Graves and the useful points in your letter dated 13 April 89. We have now come to the conclusion that the security of tenure of the two CWGC cemeteries should be raised in the Land Commission in the context of a general proposal to use Deeds of Appropriation for all future private cemeteries.

As regards the points raised in paragraph 3

of your letter, we have the following comments :

(a) As explained in paragraph 13 of our discussion paper, the HKG before 1997 and the HKSARG thereafter would under clause 8 of the Deed of Appropriation continue to contribute the maintenance cost of the Stanley Military Cemetery. The amount involved is, however,

insignificant (HKG's share was $68,000 HK dollars for 1988/89) and I therefore see no strong need to draw the attention of the Chinese side specifically to ✓this minor financial commitment.
