(b) by repealing the definition of "owner" and substituting
"owner", in relation to

(a) a private road, means the person who under common law has the right to restrict access by the public to that road; and
(b) a vehicle, includes the person in whose name the vehicle is registered or a village vehicle permit is issued, and the person by whom a vehicle is kept and used and, in relation. to a vehicle which is the subject of a hiring agreement or hire purchase agreement, means the person in possession of the vehicle under the agreement;";
(c) by adding after the definition of "private light bus”.
““private road” means every thoroughfare, street, lane, alley, court, square, car park, passage, path, way and place to which access by the public may be restricted under common law, irrespective of whether such access is so restricted, but does not include-- (a) any place within the Hong Kong Airport designated by the Director of Civil Aviation as a car park under the Hong Kong Airport (Traffic) Regulations (Cap. 292, sub. leg.);
or
(b) any part of the carriageway of the North-west Railway designated by the Commissioner for the purposes of the definition of "road" in this section by notice in the Gazette;";
(d) in the definition of "road"—
(i) by repealing "and either of right or by licence"; and
(ii) by adding "any private road," after "include";
(e) by adding after the definition of "road”-
""road hump" means a hump placed transversely across the carriageway of a road for the purpose of regulating the speed of vehicles being driven on that road;";
(f) in the definition of "road marking", by adding after "direction"—
"and includes a road hump, but does not include a road marking within the meaning of section 121";
(g) in the definition of "traffic sign", by adding ", but does not include a sign
within the meaning of section 121" after "prohibition”; and
(h) by repealing the definition of "village vehicle” and substituting—

"village vehicle" means-
(a) a driver operated village vehicle;
(b) a pedestrian controlled village vehicle; or
(c) a golf cart;".

(1) Section 3(1) is amended by repealing "and XII" and substituting ", XII and XIII (except section 121)".
